VENMO is reportedly down for some people the afternoon of Monday, February 22, as users had been blocked from making or inquiring for bills.
According to Downdetector, users started reporting problems with Venmo the morning of February 22.

Why can’t Venmo ‘pay user right now’?
PayPal-owned Venmo was down for users, as they began experiencing issues with the app’s payment feature on February 22.
Users having a look to pay or request payments from others had been systematically denied, because the app replied to users, pronouncing, “Sorry, you can’t pay this user right now.”
Users file that the worldwide transaction feed was empty throughout that same time.
According to Downdetector, 46 p.c of other people complained that they have been having trouble logging in.
